Digital TV (DTV) has currently been deployed in several countries around the world [1]. Where in use, digital TV has many advantages over traditional analog TV such as better image and sound quality, increased number of channels, and interactive multimedia services. Additionally, digital TV standards would facilitate the implementation of video reception (i.e., TV) in cellular phones and multimedia enabled handheld devices [2].
