The idea of a human rights education manual for everyone as a concrete contribution to the work of the Human Security Network under Austrian Chairmanship came from the ETC-Graz. A team of the ETC developed the conceptual framework of the book and was entrusted by the Ministry for Foreign Affairs with its elaboration. The Manual “Understanding Human Rights” is envisioned as a tool for assisting learners and educators in HSN partner countries and beyond in their human rights education and learning efforts in various cultural settings as a strategy for enhancing human security. As designed, it could be a helpful starting point for understanding human rights and human wrongs, for training future trainers and for opening a discussion forum for inter-cultural exchange and awareness.
